October 2025 Meeting of the Board of Trustees October 2025 Board Meeting Recording Show Transcript preliminary so I'm not sure if it's like do they have like 2 releases this evening started at 6:39 thank you guys for being patient all right stand for yeah Pledge of Allegiance here ready to begin allegiance to the flag of the United States of America and to the Republic for which it stands 1 nation under God indivisible with liberty and justice for all and we need to get approval of the agenda and the second all in favor all right you want to report from the clothes session sure is 1 item to report uh out of closed session which is the Personnel list so uh the board approved the Personnel list it included for classified 3 new hires 2 retirements and 1 Promotion on the Personnel report and that was approved on a motion Bernie and second by Jennifer thank you all right uh we have a student presentation on our yhs football no Badgers just talk real briefly on the head football coach Jeremiah before um I just want to briefly talk about our season and I'm gonna let 2 of my captains come up and speak um right now we're at 5 and 1 uh it's the best record we've had 2018 uh we are a guaranteed block for the playoffs um now these guys are just going to compete their tails off for the next 4 weeks to ensure you get a home playoff game um we get a top 5 seating because that will projected to land um so yeah uh Back to Football is back and uh better than ever so um just a couple differences in the programs that this year then I in the past couple years um I played my freshman year and then I decided not to play my software engineering I came back this year because I could see the difference in the program and the difference in the coaching and it was all pretty much Jeremiah to this day come out and it's probably been the most fun I've had playing sports in a while so all drops in yeah this is the best program I've been a part of since my high school career and we're playoffs great thing we're trying to make a run go win something tell everybody who you are a quarterback and you made a great throw at far leader backwards into the end zone to win the game and here's the other student up there very good thank you guys I appreciate it what I did want to say about the process football team here 1 it was like a I did notice I wanted to see wanted you guys to see the changes that is happening in our sports program here at the high school um it's not just happening in football so you're definitely 1 of our braking members of big changes that have happened over this year we have um County how many players do you have right now we have 51 51 players on the team um and that is huge compared to how many students we have and having students a part of any kind of club or activity a part of the school just helps everything for for the student academics uh tenants and all of that so it's a huge for us uh we're going on the right direction and they're having a lot of fun doing great you guys have me a little stressed out last week but yes I want you guys to see programs um because we won't see you guys until so our next meeting is like seems like far away um and so we will let you know where they're being is uh hopefully we have a home game but the playoff will happen before I even see you guys again so I'm working thank you Jessica can I ask a question oh yeah yeah okay you mentioned in your video that it's coach the name the the word is defined as to get a from where they are to where they need to be it's got to be something there that's resonating with this group of students I know you can't replicate that 51 sometimes how do you do that and it seems like you you're building a culture in the team here that's generating a lot of excitement for the high school and that's great for the entire District um it's not just me um 1 man can't do it um I know everybody will sit here and say will have you know on the reason it's that it's not um we have a group of men that are coaching their tails off their learning how to be good football coaches um like I said the interview um the purpose of a coach is to take a kid from where they're currently at to where they need to go and the only way you do that is knowing how to get there um you know for me like I I'm a championship coach I've coached in the valley championship before I have a championship ring so I know how to get there but I can't be the only 1 trying to get us there right it's my job to teach the coaches how to function within a high level program and it's their job to go duplicate and replicate that right um if it's all on me uh I'm 1 man and I'm very limited in my capacity is limited but if I can can teach the other men around me to do that and to be bought into not only teaching men and young men to be Champions on the field but off the field you know the culture will do that for you um winning is not the goal winning is a buy product of the culture you said so if you're winning that means your culture is set up to be a winning program does that make sense it sure does thank you very much and congratulations on the record and the other 1 is a comment quickly I think I don't know if this about Lucas told me this but we only had 1 player in eligible yeah we only lost 1 Player 1 players or or 1 Varsity player at least and that's a big contrast from prior years where we lost people in the middle of the yeah so we had 50 we had 52 to start we're down to 51 due to the uh 1 player that didn't make eligibility um you know which is unfortunate I mean even that we lost 1 but yeah so we were sitting right at 51 JB's got 20 VCS 31 that's the breakdown very good uh thank you for I like that punt bringing them in that's really important to Showcase uh what Jeremiah has brought you know um the last 3 years I have seen any of our programs grow and become far better than they were um the football program has obviously been a black eye in our in our you know program and Jeremiah you have brought so much Charisma and enthusiasm you know to see it you know come out in the students is is test to to you there so we truly are lucky I'm glad you're here and and thank you so much for for helping our students and young athletes become amazing we really appreciate you thank you yeah all right that brings us to um Lucas McGoldrick you're a report okay got a lengthy 1 today somewhat but get through it so I'll start with the uh River Gold report like to give a huge shout out to the championship boys 5 football team team donated at the tournament that stress moves what makes it extra good extra mile moving on to public comment we have Mr Robert Guerrero but again I just kind of out for that verification program that project that we uh scheduled to go on uh October 18th 8:00 a.m. um and so I I just wanted to touch base let you know I'm getting some good feedback like that we got any emails but I have people saying i i people I don't even know just say hey you are you that guy and I was like yeah I'm like so and then I presented it to um the um uh am rotary uh Jesse Pence the president of the Newman rotary uh again read it out I've invited the Red Cross to see if they could participate to come on up couple of Youth groups through churches so um with I heard it went out and square it's a couple times yeah perfect maybe it'll go out another time I I the day after we did this and Jessica and Randy approved the flyer it was on um fire safe Council their their Facebook page um I'm assuming Ashley did that but I don't know for sure a couple different yeah so I posted it there a couple of times I'm going to repost it again this week but I got a really good feeling about this thing and I I shot a lot of good feedback off of it but everywhere I've gone to to present it to with the with the um the service groups around town so looking forward to seeing it each and every 1 of you have said Jessica because I must have gone on vacation but thank you guys I appreciate it would be in a different location just kidding you can you can watch on camera alright ready we'll get on those beautiful cameras that I have now and I will be able to thank you for taking the lead on that Robert you know this is this is how we continue to build community support and and Community Pride you know thank you for bringing that up and continue to continue to go with it and then this is a you know a warning anybody else who has something to comment to come up here be careful what you ask for it might be bigger than you think it's not good I did this with the purpose so I know I love I love I was hoping nobody would would say no and they would all accept it uh thank you guys for for accepting and it's yeah you're making us better I appreciate it this is what we need it takes it takes a village you know if we're all focusing in the right direction that's how things you know grow and become amazing so thank you for being part of Mott all right we're going to move on to 4 a Mr meissner good evening get out your calendars turn to January 29th 5:00 I'm offering to buy you your dinner at the beautiful Paradise Restaurant in Fresno California for the annual CTA board appreciation dinner so once again uh January 29th of 2026 uh the school board dinner 5:00 at the party is you will be getting uh formal invitations a little bit later but I know all of you are very busy people getting ready for another morning at that point uh so uh so CJ does these board appreciation dinners because we are truly truly partners and education there uh there are a lot of school boards that don't attend because they think that we are at Battle uh that CTA and the district is battle we have the same goals we have the same interests and we have the same driving force and that is the best education that we can afford responsibly for all of our students regardless of their challenges its and um breaking bread breaks down barriers so I appreciate you guys having a good showing there last year uh at 1 of the Frozen Invader chapter events uh they actually they mentioned to send me a unified so which was really nice um speaking of working together uh we have gone through a pretty um interesting um period of negotiations in the last few months and if all indications are correct and I believe they are we are settled unfortunately we fortunately and unfortunately we have a break so we're not uh able to sign the uh memorandum of understanding as well as the uh the tentative agreement but I'm hearing really good things I know that it was um a trying time for all of us but we all have the same vision we all have the same goal you look at things slightly different um and I think that the uh the changes in the collective bargaining agreement or a very very positive step first and foremost for our students getting the uh getting these staff the training that they need to continue to move forward um and and I'm really happy to be uh be able to stand up here tonight and then um Lucas thank you for mentioning our service for 3 students the last 1 finished his day paper work today okay um they are getting that lesson on the Dolan and pure rockers and why 14 different signatures and 23 pages of papers I have no idea but as I told them at the orientation uh y'all are going to be getting about a thousand dollars worth of stuff fulfilling out this paperwork I don't know how how much y'all make but if it takes you 2 hours you guys are making $500 an hour you just so we have uh 3 recent graduates from the assembly unit of High School District um all 3 of them came out of Evergreen all 3 of them are at risk kids they didn't fit into the normal Comprehensive High School but because of the dedication of the district and the staff we got them across the line and we got them moving towards your career okay and that's what this is all about we have a total of 18 students the greatest singer of course recording right now uh we do our basic Wildland fire class next week uh I didn't think the will shut down would be affecting us but oh boy did it screw up my week uh uh tomorrow it was supposed to be our job fair half of the invitees worked for the federal government and there are not allowed to come uh and I had a guest speaker that was supposed to teach yesterday and to a polar rabbit out of my hat and teach a course that I have never gotten before um and then the other great news is uh because we never sit still at ye adults and you said even if I still does it we have our first orientation for the B cohort next Monday in Madera we have 22 people signed up for the or orientation how many seats do we have in Valley build that starts January 13th we have 20 we have 4 more orientations and I am sweating bullets trying to figure out how we're going to sell some people sorry you got to go to the battling we're sorry you got to go to elsewhere um and I'm trying not to work all summer we'll just say that so but it's the uh Jessica uh uh when she wasn't attracted to me this morning with the other 3 women in my life uh at the staff meeting just kidding uh she was able to met with 2 people out of uh conference that worked support this and they said that the reason we are able to do what we do is because the Board of Trustees the support that we get not every program has the support that you guys have offered just Brian and all of you seeing the value career uh education and so thank you thank you thank you on behalf of our students our community our teachers and our other staff members I'm proud to a member of this Badger cougar Hawk family yes terrible uh the CTA dinners the first 1 I went to 3 years ago and my wife and I was math and and Tony and we continue to to to grow and bring everybody together that's that's why we are where we are today um and yes last last uh CTA dinner was awesome we were 1 of the only um um schools there that had all of our board members it was it was pretty awesome um and that's uh like I said that's what that's what makes this happen um and having negotiations settled should should uh is going to be a very good way for everybody to start their break and have to worry about all of this you know it's uh it's definitely an emotional time going through it all you know um um I love what Tony does for his at risk kids I was 1 of those at risk kids that's why I get choked up about this uh it matters a lot and yeah we'll always support anything to do with uh making our kids better so that they could go okay button this world thank you Tony for always doing amazing all right uh is not here who's going to volunteer to go first I want to first last time that's perfect go again all right good evening everybody uh all right so I'm gonna try to keep this quick um so um enrollment intend moment is up I got it officially from the official document they were up 26 students at this time then we were last year which was kind of awesome um we had about 270 kids earn soft serve from our PTO soft serve machine for perfect attendance um for our school Challenge and we continue to focus on cougars On The Rise um to encourage strategies that build positive habits across grade levels um Miss Pennington is running our Zen den and she crunched the numbers in 62% um of the visits have been to escalate or to help regulate students which is kind of the focus of that um space 7.5% of students that have visited just for a brain break facing you just some space to be and 5.5% have been for Behavior rewards so they earned their time in their come back great miss penny is going to be starting with 14 groups um she set up permission such this week to focus on different strategies and things um suspensions have decreased by 20 uh incidents from this time from last year resulting in 4 actual days uh few days of suspension and we're continuing to focus on restorative practices at school um counseling supports and positive behavior interventions um right now I have 3 teachers and 1 school psychologist that is up in Sacramento attending the cdis conference I've heard some really great things got some really cool text messages they're ready to hit the ground running when they come back and we'll continue to strengthen our Tier 1 tier 2 supports with that um just this week our family resource room and our culinary rooms flooring is finished it is all done um we anticipate a ribbon cutting ceremony hopefully at the end of October um is the plan and panic participation on campus continues to grow our PTO um held the walkathon and I have never in my 17 years before I was principal so 19 total years I've ever seen that many parents at that event um they were there not only for the littles but for the big kids it was amazing um and they were even parents that came just to watch me get pies in the face on that fall on Friday which is fantastic so um we still continue to show growth and enrollment we need the culture and um our staff's commitment to Student Success and well-being remains at the heart of every issue thank you mighty you uh continue to prove you're perfect for horse Gold and willing to take 1 for the team to to to bring enthusiasm up to the Forum you know you want to be there and give me 1 that's wow for slow claps not even worried about for slaps hi guys um well I was going to talk about adulthood but Tony did it for me but 1 thing he probably did not mention was we have free or 4 students that are in our course currently that came from 1 of our came from several of our schools so there are recent graduates of USD and adopts and they are actually over the there right now taking the course so it's good to see that it's it's still affecting our current students um it's great to see that kids just transitioned right over into the class um and I was just talking along uh really our Focus there is really building the new program what what system we're really want to use and really setting up the procedures and a lot of these procedures are around students and their needs and making sure we have them in all the classes that they need to be in um that kind of like leads into yhs um when we go into counseling um our Focus for yhs with counseling it's it's all over Focus um but the counseling is like the front runner for this is that you know we just we're raising the expectations for the students we're not we're not down here at the like the lower graduation rate that can get a kid and get them through um but all kids are expected of this for College in career it's not just for college um so starting with that will really help our students um have a better you know foot forward in life regardless if they choose college or they choose career um and so with that with all the differences that you'll see within our indicators on our dashboard those changes might not be seen right away on this first password But as time to come it'll make a big change it's just changing the culture of what classes they take and what the expectation is for for them when it comes to their academics um and that change is that a little bit more difficult that it helps just because of the different types of curriculum they have to offer um there wasn't always a thought into that um about how it could affect him but now we're really focusing in on that so counseling department on in all of our schools uh started with senior chats um they had those and uh students we also had workshops for Bulldog bound 1 thing we made a change that is if you qualified we made you apply um because you can go in and the parents it may not choose to apply to the college it doesn't fall back if they don't choose Fresno State as our College of choice but knowing they have guaranteed um if they qualify and we will have that we are also working uh with Merced a university of Merced to um also have like the same streamlined program which I believe will bringing we're looking at different um next month okay um so we are working on that so we'll actually have 1 of the next months so yes so we will actually have another option for a UC school as well as a safe school that we have opportunities for our students um and we also made the students that's coming up here soon we oh well we actually did it and then the final check-in was checking their email is uh registering for Community College um we get priority registration for the Madera uh schools and so we are having them sign up for that just in case um they ever want that option and they get priority registration um and that actually is pretty seamless so it's pretty good so College um CS you applications opened up on October 1st uh so there's a lot of kids meeting with counselors getting everything ready their transcripts and the parents receive those in the mail to help them apply and so did the Fastback so you'll be seeing a lot of that coming from the counseling department I'm Cheryl Lucas is applying to a lot of schools over there and has been working with his parents on that okay um I have moved out um we are in the midst of active net training um admin has training and this is the safety system um emergency system that we have here that we will be rolling out teachers uh and staff are getting trained for you some of the high school and the district office tomorrow morning um and uh we've got a few last minute pictures that are being taken tomorrow um and getting it set up but it hasn't been pretty uh streamlined it's another process just another safety measure for us to have here at the school along with the cameras that have come online um I don't know so if any of you walk through the front office and saw the new kiosk um we have a new check-in system for um visitors uh they pretty much look at it takes a picture of their face and it takes a picture of their ID um and it kind of gives us background check on them to check to see if they're worthy of being on our campus um and in in a not quite yet but we will be able to print a badge for them that is pretty much the picture of their ID and it can track them with their cameras um on while on campus so we'll also be able to see exactly who's on our campuses and when and why they're here we also have a check-in for the same thing for if they're here for an interview so we know that they're here um on the district side as well um so uh let's talk numbers I love numbers um I've been crunching some data and I have so much more to share with you and I'm sure it'll come out after we get the dashboard um and working with Brian um I decided to compare our ineligibility list from last year of what we were given to their first quarter we just had our first progress check we did ineligibility lists and last year at this time we had 34% of our students are eligible this year at current standing we have about 17% so we have reduced it by half um and it's going and the amount of kids owing hours uh for Saturday school for you know being sharty for the most part is the reduce drastically so we are making games what that equates out to is if they're not an an eligibility list that means a raise up for the most part they're they're they don't have the DS in the S they don't have below 2.0 um so that means they're getting the grade they need which also equates to having needing less Credit Recovery systems in place so we keep that going you'll still you'll start seeing those numbers going in the right direction um for the first month of attendance the 71 by 02 points and beat out River Gold for having the best attendance in the district write 96.98 that's from Christina I didn't make it up that number um just a little bit um and so um bartenders was not like that I have to go back and look but it was not that way last year so we we are working on that continuously um and let's talk about all the fun stuff as you saw with football the sports are going uh great volleyball is doing amazing football is killing it out there um Beyond just winning they're having a great time um and really building that team as ECT um we have the new you know athletic director with Sandra a lot of learning a lot of different things going on um if you guys have been out to the baseball field you haven't even seen the new baseball coach but there's a a lot of changes at the field keeping Randy busy um but the fields even he's great he's got the voice working already um and the fields looking good we have some different animations coming in you'll see that next month um so there's a lot of different changes and a lot of the different sorts I should hopefully have a new voice soccer coach in a 2 weeks from crane uh for that and that would be about the last position to fill um but you will see the changes happening in sports and there's a lot of good positive energy um and it's just good to see the kids getting involved in these activities um we have a new club I brought back an academic competition we uh I did I brought back Academic Decathlon um we had our first meetings this week and I have 17 kids signed up to participate so I think it's been a number of years since you have somebody who's actually competed the countywide competition at academics and I had it the thing this year is the 20s um they go to competitions where they compete against other schools in Madera County um and you guys will get to the invites that they'll have some awards ceremonies super quiz that happens that you can be invited in connection present to watch the competition um and I'll share photos as I can so I'm glad to bring back an academic competition uh that we had been a part of for many many years um and so we have and it's actually a walk-on coach she help us with that so it's it's really great um ASB uh we also have different leadership there uh Jolene is killing it um and we have like sandwich boards down the center of Ansel that tells kids what's going on the badger broadcast has everything to know uh that they present at the beginning of every week um and you know she's bringing more activities uh with like we're bringing in a Lucas mentioned it the home um the hall rally which is we haven't had a rally for that so we are we're bringing that back um and so we are doing some scheduling a lot of good things the kids are really getting involved and she's building up that program um and as for um PD um right now we're really focused on the PLC process and building out what that's going to be for you to send these high school and head office together as a team um and we've been to a bunch of different trainings we have some different things coming forward uh planning out of um our structures really to build out the teachers really for their class uh structures and how they support students and what it looks like when they're teaching so you'll see that come forward in months ago um and that is about it and I have about 1 more day to get to break it real hard some of this information Lucas already covered so it's going to be a while I want to forewarn you there's a lot of great stuff happening a little bit so I just want to let you guys know you just got a little card and she talked for so we kicked off October with our hot colors in school I Gathering it takes place in our cafeteria on the first Monday of each month this is a time when our entire School Community comes together to celebrate accomplishments and reinforce our shared goals uh during this month's Auto we recognize our September students of the can celebrate students who achieve perfect attendance for the month with a drawing or 15 students 5 from each grade span received a round table personal teacher certificate we also took the time to recognize our student athletes we called up our um by football team move on to the stage as well as our girls volleyball team the Mountain Area Championship Was Won by the river gold Hearts as mentioned earlier and our girls volleyball team got second place our boys team was coached by Terry Ridge and then our girls volleyball this goes by Christian Caribbean who is a former valet Champion player herself to the same movie so we have some wonderful leadership there uh our staff continues to go and beyond go excuse me go above and beyond for our students uh classified employee Captain wiser was chosen as our September team member of the month uh Katherine consistently goes above and beyond supposed to support our students and never has to hesitate to step in for their wherever there's a need on our account so she's wonderful in role uh the special thank you goes out to our entire class by itself uh they continue to step up um whenever there's a need on our campus they never hesitate to fill in so I'm very fortunate and blessed to have a a wonderful classified and certificate staff our teachers are providing students with a growing variety of enrichment opportunities uh Mrs Debbie Tani our fourth grade teacher currently leads Battle of the books Lego Club and our newly started theater Club school missimer as I've mentioned previously are you a teacher has revitalized our student leadership program taking students um to the leadership conference at the tone for high school in she also coordinated volunteer work at the Oak Creek Community or excuse me continues to be a major Focus area for us and we're already seeing encouraging results our current attendance rate is 95.11% and that's up more than 1.5% from the previous clear 10 classes are now recently 10 days of perfect attendance and 2 classes have reached 15 days of the perfect attendance earning a popsicle party this afternoon to celebrate so we handed out popsicles this afternoon to the kids before they left got all sugared up and send them home when the bus or with their parents um they want to do it during the school day because these improvements are a reflection of our attendance incentives the commitment of our teachers and the dedicated work of our Sava Jerry Murray on the the front our teachers continue to strengthen their instructional practices and structural practices the collaboration today's teachers received uh training through a demo lessons for our student math trainer uh that was uh Grace 4 and 5 focuses on clear procedures and consistent instructional routines to enhance math instruction teaching are eager to begin the PLC process and uh my teachers are beginning to incorporate our fias to the caste portal these internal assessments were a factor and last year's growth on the cast and we're excited to see how this continued focus on formative data will help Drive student achievement this year our mtss team continues to meet weekly to ensure that appropriate ventions or and supports are in place for students required additional help our Saba again Jenny Murray has been implementing what's called our sore Academy that's new this year which provides restorative and instructional opportunities for students to reflect on behavior and meaning of Genius as a result of these proactive efforts our suspensions are down significantly from 5 at this time last year just down the ones suspension so far we're grateful for our PTA which continues to support our school improvements like I mentioned and last for me the RPA the General's donation to thousand dollars purchase banners for us to put up on our um lipos around our school some of those or we put up um finally preparations are in a way for our 19th 19th annual hot scheduled for November 20th we've already collected more than 8,000 dollars in donations even before the official rally uh the kicks off October 29th our goal is to raise 27,000 drop off surpassing last year's 26 000 uh Mark the hotwalk is always 1 of our biggest community building events is inspiring to see the excitement that always um comes across our campus it's been a great year and our Shields are showing pride in their school and their teachers and which is incredibly proud of all the programs and if you believe well thank you um when I was talking to Department we have taken over next up here uh but Tony used to put on um and we have the collagen career that is going to be happening in October 24th between 11 and 1 here and we'll get an invite but we are we have so many people come in and can't even explain we literally have a diagram of who goes where so between colleges trade schools um and different businesses um which job opportunities we do have that coming on October 24th which is the phrase we come back from really appreciate telling me getting that off the ground the last few years and getting that going and having a vision and a theme and then Jessica coming in and right for the whole team together so it's not all following on from each other it's going to be great Tony was very happy when he heard what they were doing to look at Let It Go Let It Go yeah I every every career day I've into what the last 3 since I've been here and yes Tony is absolutely uh stretched very thin during that time uh I appreciate all of his good efforts but yeah hand it off that's awesome thank you all for your for you guys reports you know you guys just drive to excel is is phenomenal all right you guys moving on to it administrative staff that was them superintendent report thank you I'll see you this time I think between our 3 principles and Lucas they pretty much covered everything happening in our district so I'm sure I have much else to say but I did when teachers come I want to make sure you recognize this is lower compline right here are your hand Laura teaches are transitional kindergarteners are the littlest folks of course gold Elementary School she doesn't find this job that cost me so thank you for coming out uh we're July she she knew I was gonna say I don't know Julie got there was in was in the back there she's uh teaches um at at Evergreen and our adopt she's also coordinates the program this year is on the PLC team doing as all our teachers do a lot of things and of course Matt Wilkins is here teacher on special assignment we finish a lot of great work so thank you guys for being there um raen was just sharing with me that we have an article in the Mariposa Gazette where we had 4 of our high school teachers who were awarded um a grant from the proceeds of the car show uh recently and that was Gina sco Kent Lincoln Sarah Cam and Jennifer bodini were awarded some some grants do things for their kids in in classrooms so that's pretty cool when I think there were 15 wreck nice and then just some public service announcements uh Dodgers 1 tonight 2 221 uh sorry Bernie and I'm assuming Lucas to our Philly fans so that happened to you and not but I think the Eagles are right now too I just public service sorry it's really dumb to do that to 1 of my bosses will take you on our next trip to Philly here that between last month's meeting and this 1 we had the Excellence in education um night the events and in Madera Mark was able to go thank you Mark for for attending and Esa and Charlotte and and some but it was cool to again in a more official way recognize our staff member from last year which were Kelly Solomon who teaches at Evergreen and Mandy Gresham are also for school principal was administrator of the year and then uh Lisa Dior she did such good work she got promoted over to the superintendent secretary at best but but she was our classified employee of the year so that was that was a pretty cool thing to happen between the 2 months and then just a couple things um yesterday I was in Madera all day and um we had a a meeting it's a Central Valley educational Coalition and these are superintendents and the county superintendents are there from Madera Fresno Teri Kings counties um I might be missing a county or 2 but all in Central Valley and we actually had assembly member maruchi there who actually chairs the educational Committee in in the in the State Assembly so it was really good he he was there and spoke and listened to us speak and complain about what Sacramento does and doesn't do uh for our schools for about an hour and a half but some of the some of the Hot Topics were just the lcff funding formula right like um nobody likes it completely some people like it more than others and you've heard of say before there's probably changes in that in the next few years and he was kind of saying yeah probably going to happen a lot of folks talking about preschool and just with the hands of that has created on school districts as we've lowered the age of students who now enter and some are coming and they're not potty trained yet and what that's created for Staffing down facilities and other places special ed was a huge topic of conversation mainly around the increasing and rising cost of special education and how the funding that comes to districts is not keeping up with the cost especially education nobody disagrees that we should be serving students needs individually and having IEPs and all the great things of special ed does we just want funding to come to our schools to be able to provide those needs um at a greater level of Hot Topic around that and then facilities and other hot everybody's trying to figure out how they're going to improve their facilities you know we've had some discussions about we're going to do here but looking for some help from the state as well and then the expansion of CTE or Career Technical education a big topic um in our state so just kind of giving some on you know the leader of the education committee at the in the state legislature and some of the things he's talking about and sharing with us here in the valley and then lastly I'll just say that um we have arrived at a good good place I believe it's a good place I think we all believe it's negotiations process um I think we landed um in a place that really is going to probably remove some barriers that we had in place that could have easily gotten the way of our efforts to implement professional learning communities really we are banking on to have our teachers be empowered to do better things for kids and to have student outcomes at the end of the day so I think we did a lot to really address that and I think we were able to maximize really the funds that we that we had to to work with to make it work for everybody so I was able to update the board in closed session um tonight um we anticipate this will be on the agenda for the November meeting um for the board's consideration for approval I know that the um udub will have its own voting process that they'll be going as well but I want to thank um anybody who participated Mindy's on our on our negotiating team obviously our cabinet here with Jared and Jamie and Charlotte and and reyyan and then I'll leave anybody out with Brandon Evan Kent Marie and Kristen and I got them off right are the negotiating team for um for you to just appreciate everyone sticking with it and um through the good times and probably more bad times than than we've had in the in the recent past not bad times but challenging sometimes at the end of the day but he stuck with it and we found a way to get it done and we always will always love so everyone's effort that very good thanks Brian Andy are you ready I'm ready outstanding let's hear it here we go um football volleyball team success and all of the sporting teams success uh this the culture and the changes that that introduces in the student body I think that's wonderful uh I did sponsor Mr Gresham uh for the walks on and I don't know whether to apologize to you congratulate you congratulations all around all right um and then um I did attend the 2nd of this month that had a fantastic time and I think there's actually a photograph that shows how many time I'm having to put it up there yeah look at me I think a great time there I made a rookie mistake I sat in the upper right corner of the bleachers Apparently that is section there I was like did they get there I made sure the somebody somebody who saw me cut a warrant for me I saw him and maybe even walking around yeah I was you know that's fine get get away from there my ears are still ringing I didn't have a few eye looks maybe with a few students you did like it was just old guy know like you better get your act together because there's people sitting up there that yeah good security over here we got an old guy all right so the other comments I had thankfully these comments were absolutely excited because it was ready to talk about sort of the negotiations process because I'm so happy that that you've reached the instead of agreement with you that and I just want to call out a couple of the things out of these comments I would have read it was very easy reading of it I'm teachers I just want to express um my appreciation for them being the backbone of the district and the job they do in the passion they bring to this job each and every day my dad was a World War II veteran and and his career teacher and I got to witness firsthand how challenging rewarding and exhausting and had a guy walk up to me at dad's memorial and spoke to me about how important my dad was to him here's the years and years and years later that he's basically kind of pulled his kid out of a a very bad spot and made it possible for him to to lead a life as a respectable adult um I had 1 teacher in in our district here send me a research-based article I think sent it to all of us board members uh research based article advocating for teachers and highlighting the the challenges that teachers including concerns around compensation professional Prestige and job satisfaction and I just want you to know if it was about how much we appreciate teachers we'd give you every cent it's just not feasible realistically if it were about appreciation you get everything because it really is that level of appreciation for the job you do um I want to thank Charlotte for Again The credibility and transparency she brings to that job as a Fick map staff member for many years I I really do understand fiscal budgets and how difficult it is and how complex it is and difficult it is to get the concept it's a budgetary information across in in a manner that makes it absorbable easily readily uptake uptake amongst the the people that she's communicating with and I I want to commend you for working through that sorry hard work um lastly I just want to make I I'll just read this part the work that you've done with the attentive agreement today is Testament to what can be achieved for when we lead with respect listen with intention and our students at the center and heart of every decision I think that you guys exemplify that with your negotiations the toughness of it rid it through it tough tough work I can't think of a harder job I have great respect for the teachers in our district thank you Sandy Bernie well I was determined to say that I was just going to kind of asked to give everybody a break from my long-windedness but um so many cool things were mentioned and I just want to do want to say a few things and um you know there is there's defin it was nice to see football here I've been to game obviously because my son's out there and and a lot of his friends and there's it's really palpable the difference in the whole feel of that and it makes a huge difference for the school and I hope that you know they just keep building because it really builds excitement um we had to go to California City I'm sorry and um I don't know if you know it but the apocalypse has already happened we I didn't know that and but now I know so yeah I we need to make some kind of the word Proclamation that no sports team shall ever have to go back to California even that was fun with the lightning storm up above Lake Isabella when and um Ron Johnson was there and I said Ron and he said yeah we we are supposed to cancel the game when there's lightning but you know it looks like it's going to miss us so I was like let's just you know get out of here a lot they want easily it's really exciting and I Jeremiah was self-deprecating but you know he really does deserve a tremendous amount of credit for getting these kids enthused getting them excited they're having fun as Lucas mentioned he's having a lot of fun and uh that's really important for the whole school it's not just about sports obviously but that was an area where we needed kind of a culture reset and football seems to be part of that so very very pleased what's going on there and then academic and Catholic and I I knew that we D I don't know when that happened uh because we we dominated did that for years was senior Browning in at the helm and others before him and um so I don't know what year that fell by the wayside but he was kind of after or just you know coid hit never came back I think what I researched it's a lot of work and the for the advisor it's a ton of work also that and but I'm very happy to hear that I competed in academic and capital 1 here 87 probably in those days Madera dominated so we didn't win right right now actually Glacier dominates when they have for the last few years yeah it's it's a lot of work goes into it similar to mock trial but I'm really glad that you're bringing that back because we have a strong Legacy with that very strong Legacy so very cool to and to our principles those are great reports there's just so many you guys are doing a great job really there's so many positive things happening and it's such a contrast um it's so nice to come in here and this is like the most positive part of my month is hearing all these great things happening and then out in the rest of the world it's a little more contentious and difficult and not as positive and so thank you for keeping that going here for our kids so that they are in that environment because it's tougher than ever to create that culture and I appreciate all your efforts and and to the teachers uh yeah UDA good news today very happy to hear that this is my fifth year and I know it's there's always a tense process and so I'm very happy that we have really good news unless I want to thank Brooke for his leadership uh he's been a great board president as we know he's Hands-On and um he wants to fix things he can't fix things by that I just about anything and so I really appreciate having you as our board president look thank you for all that you do thank you Bernie Jennifer okay so um a couple things are striking I just love listening to what you're all up to and what you're creating and and the passion behind it so last week I went to my 45th class reunion and walk the old Halls of my high school back in Farmington Missouri and the memories and life came flooding back and I realized you know you are you're the structure for the kids to experiences that kids have in school is so important it's kind assess the tone for who they become and what they think they can accomplish and for what's possible and just a friendships and the joy and this is the structure that puts that in place you know it's a people behind the scenes and the teachers that care about them and get them through the school and the the administrators and brought me back to just the experience and being here seeing all of this it's like a really get that that doesn't happen on accident you know there's a whole there's a whole group of very you know thoughtful committed people that kind of hold that for the kids and allow that to happened so I saw that perspective and I just want to thank you all for what you do in every aspect that makes all that happen um I didn't do any site visits this month because um I've really spent a lot of time reflecting on what was going on with the negotiations I mean everybody warned me you know this is you know we're going into this and I'm like okay um and it was quite an experience just kind of seeing what goes on um the tone and the emotions that surround the whole experience what's been most striking to me isn't that the um the outcome but it's the energy it comes with a process so you know the frustration the feel of being unheard or or um undervalued and the tension that can build between people who all really deeply care about our schools um I don't think those feelings simply disappear when an agreement is reached because they're rooted in something deeper than just this the salary they're about being recognized and being respected for the work that we do so um personally I don't believe that teachers are paid what they're truly worth and at the same time I don't believe our Administration or um Finance officers have ever acted in in bad faith or held back money that was there to give and the truth is it's incredibly hard to balance the needs of an entire district with a tightening budget everyone's trying to do their best and I saw saw that so much A lot of people reached out to me and um with concerns and passion and I just I just see everybody really trying to do the best they can so what I hope for moving forward is that we approach um future negotiations and really any hard hard hard conversations because they're throughout the year you know there's always challenges but with more compassion and and transparency and understanding um there like Bernie said there's division in the world right now and um I love that we are the group that we are and if we can pull together together any chance we have that just this um the right direction so um the moments CH challenge us the uh but they also give us a chance to grow as a district and um I just think seeing each other with respect and and Grace um we can strengthen the community behind them and um be that strong structure that that grows the kids that we have into the amazing adults and human beings that they are wonderful um so yeah a lot of stuff coming down the pipeline and all the great things that are going on all the sports teams and all the programs going on it's just really great to to hear all that um I wasn't used to some people like ball game and at the Excellence and education so I see a lot of people stuff um like everyone said a lot of what was going through everyone's mind has been all this negotiation and stuff so I just want to thank everyone for the extremely hard work that they put in to get that finalized um on both sides um this was by far the roughest that I've seen as far as the information that's been coming to me um emails I've been receiving and um stories that I've been told and um I think I think that everyone works really hard and we came to a good place like we always did but I feel like that we well we began to be more collaborative there's been some escalations and I don't feel unnecessary I think there was some arguments that not good arguments that are being made and that will do a personal attacks that would be better and I think that we can be better as a district as a cohesive unit then I saw this time around I think that um everyone trying to come to the best place that they can with what we have and um and um just want to like I said thank everyone that was involved in the process and the glad that it ended the way that it did um show up to everyone involved especially Charlotte and Brian like I say with these School finances everyone's out there playing with pop or country music in their strange just you know doing jazz in the background um the way that they have to manage this budget and snap and move things around and get creative and I know Brian was like I believe last night trying to put together this idea that I've got in my head that might be able to make us be able to move this to Place known as Charlotte can do this is like it's really a complex thing and it really does come from a place of wanting to collaborate and make everyone feel happy so um that would be my my ask is that we we we try to do better next time and express the way that we feel coming from a place of collaboration and not in a place of trying to tear someone down or bad do that that's to make that point um thank you everyone for your hard work just 3 years I've seen so much change and so much progress and it's just it really is staggering to see the level of change that we've seen in 3 small years being on this board so just thank you thanks Mark wow lots of lots of amazing stuff going on um needs to be very proud I love it I love being part of this um is Bernie thank you for the kind words um I never imagined sitting here ever um I do have a long history of people coming to me to fix things and um large group of the teachers and community members and parents came to me and told me sit here and I realized for me I thought that's about or anything but but um I've played I feel I feel good I've played a key role in in moving this forward I it's hard for me to say anything about myself at all doing good but you know I think I think to Mark's point of of when Communications we're breaking down if people were were getting very frustrated can't showed up at my shop to request of the rest of the union members and um the kind of honored the when when it was all really terrible it's just an honor to be asked to to to take on difficult tasks and things um you know in my shop I fixed the most complicated electronic issues that other shops all the other shops in towns have walked away from um when it comes to the trees uh I cut the most scary Deadly Ones around um so I don't think it does you know when I think of it that way it does not surprise me that that um I'm asked to do difficult things here and and um you know I don't I don't want to take it any of the credit really for fixing this it was it was a total collaboration a lot of creative um of working because yes the budget is extremely complicated uh but um I'm glad we were able to come forward with something that works for everybody and everybody got mostly what they want because ultimately we are here to make our youth uh amazing for the community because it's that's the problem around the around the whole country is uh our youth are not able to to to thrive and it needs to start right here uh in our schools because they are the future and um we can't get over all of our own things to make it better for them it won't be better so I just want to thank everybody for being uh so amazing and being able to work through these this very very difficult time because uh this is this is the truth this is where it really happens in the hard moment you know when it's when it's all sunshine and out it's easy to be it's easy to you know pat yourself on the back but to be able to make it through something very difficult and uh and move forward with it um amazing you know I for a second there I got very involved um because I saw I know all of the progress that we have made I'm very proud of it and and the the thought of it of of it slipping back made me very concerned and um um the biggest thing I asked everybody uh is to just pause take a minute because the temperature was definitely rising and and um I like you know I was able to meet with everybody and um have calming have calming moments and and mostly just hug everybody and tell them that we care that um you know when walking away from difficult conversations they they still told me that they you know they can't they knew I cared and that's what that's all that really matters you know that's biggest thing that can be that we can project from up here is that we truly truly care you know because it's easy it's easy to be frustrated and angry when um when the world's difficult and it's very expensive and everybody wants more so I really truly appreciate everybody this is a very very special thing we have going on here um it's not happening like this anywhere else in any other school boards so what from what I hear and what I know I don't see anything that's this good and calm and and an amazing amazing like he so what we have is so special let's continue to protect it go ahead and move on now thank you guys very much president may I make circle back for just 30 seconds absolutely could you please bring that image back to anything it's been brought to my attention that there was a possible board representative who is near me and responsible for the ringing that's in my ears right now yes where is that you see it his voice is back though tonight yeah you Lucas goodness okay and there's a there's a perfect example of what that what it should look like is is the future the future holding up the flag tall screaming in abortion on top of that flag Lucas tell us I don't see anything on top of the there it is oh my goodness he might have been making eyes a couple times so we're good still their mask on or something yeah Mustang it's just coming with that this is why I don't thank you Lucas have a good evening have a great night all right moving on to approval of the consent agenda I'm going to have to abstain for same reason as as as usual um can we get a motion to approve motion to approve and the second second all in favor all right moving on to 6 a discussion items Mr Dr bordi on the Casper report that we've all been waiting very very impatiently to just uh to see some some hard evidence of and proof of the amazing things we're doing thank you Robert all right welcome back so I'm here today to give a little update on task so you're going to receive another update a larger update which is the dashboard so this test is given in the spring it's a 3 what's confusing you know I was asking this question um this data does not feed in the dashboard so what we're seeing around meter seeds if you want to hear me out it doesn't feed in what feeds in is a different um I'll differentiation from standard basically did kids move and how did they move so I'm gonna I am gonna give you some updates and percentages but the differentiation of the different from the standard is significant better and I'm going to give some example of that so what I'm trying to prep you is um as we move into the dashboard some of these results are going to be significant okay so needs to exceed is very important we want to get kids in these 2 seats but as we talked about moving to the dashboard these meats are exceeds doesn't the these numbers do not play a role in it it's differentiation from standard okay Bernie asked me every last 3 days probably next number 4 um this year yeah well and I don't have a problem trying to CL it is confusing um folks that are immersed in in that world so um again this year I'm going to bring up the principles so rather than me talk about the schools and their data the principles have done really good job and being able to disseminate data and be able to decide again I understand it which is which is really good and that has translated into working with teachers to build um build some capacity around instruction um and it's it's it's tough to be a right now in our district we got a lot of things going on we got plc's we got a swan math initiative which is working with teachers there's a really embraced so that's a different way of looking at math and the new math framework we have um a new a new Benchmark assessment NWA so there's a lot of different things coming up principals and teachers and so um working together with our leaders they they've been able to bring some cohesion um and some um a feeling of Pride which has really helped move some of these initiatives so um so I recognized as as a teacher in yose and as an administrator it's tough this year it's tougher than it has been over the years because we have a lot of work we're doing together and it's it's a big lift but in the end it's going to translate into some positive gains so around um again past um evaluates math English math and Ela across different grades different demographics including all all demographics soyo disadvantage English language Learners Foster youth um it's special education students so um so there's some Trends in looking at some data and doing some analysis um so I'm going to give you some numbers and we can drill down a little bit go and look at the site but overall um the ELA performance was 37% meets are exceeds which significantly outpaced math so math across the state has been very tough for a lot of students it's also tough in looking at um students uh in use uh we we've leveraged Swan math as a as a means to um work with teachers with direct instruction around um the new math framework and it's been very well received so we're looking at some math initiatives at the high school we're looking at some curriculum so we can better align um um math or traditional math um in comparison to math geometry Algebra 2 and looking at what that looked like um in different levels so we're looking to streamline math um so there was significant growth in ela we we increased by 9.5% um and um for math for ELA proficiency compared to about a percentage of 0.8 in math and this is from as I mentioned and what I I didn't put a lot of difference from standards information up here because I don't want to just confuse anybody but in reference to the difference from um from standard both subjects show significant um change ela's across the district is up um 21 points and math is up 14 so as I reference the math sound is small and it's not insignificant because in totality kids across the district are making gains and and what 14 means districts and making these dangerous um the differentiation from standard um when you're getting numbers of 14 20 you're going to hear number 56 those are significant those are not those aren't things that happen and a lot of different places so these these numbers do represent change and and it's and it's positive change and it really looks at working the teachers working with students and saying you know what this is important like this is a reflection on us and I think Tony said it our last year's data was not a reflection of but that but it was but that's what the data shows um to this year it's going to look a lot different um here so I think it was last year the year before we heard a lot about eighth grade 8th grade of stagnant eighth grade was um Middle School was was tough we can see a lot of achievement well we've seen exceptional growth in in in for eighth grade for ELA 29 Points um meets or exceeds and for math 15% that's just a just a Middle School sixth grade was strong we looked at Ela and this is across the district the sites are going to have some more specific targeted information um but sixth grade math ela's up 10 um 10 points 10 percentage points and math is up another 10 um we're in fourth grade was declining math and we got to really look at that in the early grades requiring media intervention um and again Middle School momentum we're looking at the strongest overall Improvement was in Middle School so years ago if you were on the board you heard a lot about Middle School lagging it takes a variety of variety of factors but that is a strong gain and a strong nucleus will get it totality of our district and looking at the analysis from math again we're looking looking at uh ah ah change a positive change but we need to get those numbers up so you're going to hear we we are in a positive direction I I would call this your springboard but we we need to get those numbers up it's not a time to be complacent and and we can definitely continue move kids up especially for meets and exceeds you're looking at Ela so Ela we're up a 9.5 Point again very positive moving in the right direction but um overall we we need to kind of move kids up and we have what's nice even though we made a lot of gains there's some room for those kids that are on the cusp of making that change and we can Target those students whether it's we're looking at iabs fids looking at the benchmark assessments using data to drive construction so that that is positive even though we are up but we there's even a larger opportunity to get kids even higher um which is good because I think if you had kids the lower end the significant number it's a much higher uh it's much harder to kind of to kind of bring them up um but overall we're we're a good place um so I'm going to highlight a couple grade levels so again these are percentages of these are exceeds by grade but when we're looking at specifically math so I want to highlight sixth grade so sixth grade across the district is up almost 11 points 11 percentage points um again you see math overall District it was 08 um but we're looking at sixth grade as a means to take a look at wow this is really took some good change um so 10 points across the district for for our sixth grade students and then 30 points almost 31 points we're up this is from standard so if you're trying to reference what is 30 what is when you talking 30 40 50 those are was a significant changes that are going to that are going to show on our dashboard and then look at that math again a couple other grades again Middle School then bring up middle school because Middle School likes to hear principles just just variety different things and but this year Middle School shining Middle School is doing very well um for seventh grade there was a change of 6 almost 7 percentage points and then 22 points distance from standard 8th grade so here we go eighth grade so eighth grade across the district we're up 15% it's the math 15% change in different um from standard 74 so 74 that that is significant in in talking to some of our data folks that work with our data systems called parsec they they don't see things like this so what that's saying is there's a variety of variables that really featured working together with students students taking the test um seriously those those are significant numbers and looking at uh Ela let me highlight some Ela numbers and I'm preferencing this the overall with the district again the sites are going to come up and give some specifics about their sites Sol de as a reference we're we're up um but with Ela we're looking at seventh grade as a means for 11% change across the district positive um difference from um from standard we're looking 20 almost 29 Points 8th grade we're looking at 2 9. 3 and then 51 um points different differentiation from standards again those are significant numbers and then 11 upgrade 11th grade did very well uh meets or exceeds are up 8% but um the change from the standard is almost 29 Points so these are just some little snapshots of grade levels across the district that we're seeing some change um some significant change so so these numbers that I'm referencing are just small numbers um they're significant numbers so again looking at math um Nela we're looking at some targeted Focus um especially at our at our early grade in math and and with the professional development we're working with teachers with Swan math and looking at specific mapping uh different way to teach math um it's very well received so at both schools that I've got spec some feedback around this is a very beneficial this is going to help and that's that's really what we want to hear bringing in tools for our teachers to really um to really grasp and utilize um to make change for students we start with from the high school okay you know we're waiting I'm just going to get a little closer because my eyes are getting worse it is not my glasses okay um that's what the next is you can be I mean you can have you know the next slide you know this 1 highlight kind of you see them through that okay um we'll start with that as you can see um just speaking specifically to the assembly to high school um we we did have a drop in the percentage of students meeting for pregnancy um in math what is not here I don't know if you have any other side we actually did make good gains from the distance from standard so what you'll see on the dashboard is we will move out of the red category and we will we should because of that because that's really how they measure so sometimes it is kind of confusing because they talk percentages but then how they measure us as distance your standard so I don't know why I'm speaking 2 different languages sometimes but that's what it is what that was really meaning thank you is that the bottom Group which is usually the hardest ones we we moved up so we haven't gotten to proficiency but we got them out of the other level so that's what they measure how how far are you from eating standard even though you you aren't quite there they don't give you a full knock for not being all the way there they they give you credit for for having some knowledge um and that is where uh if somebody hi maybe some growth um the 1 and Evergreen um not looking not the numbers are the numbers and they speak for themselves um and I will have to say um those are the 2 sites uh harder to get kids to come in and test but there are there's definitely some work on focused interventions um and focus coursework for that student for the students um when I was speaking earlier about courses at edops on what take um having more of a focus that we're meeting those requirements um should really help this area so instead of students taking that 1 2 and 3 they might off offer off to say Financial literacy or a consumer math which will still need their math requirement but it's not literally going to give them the instruction that they need to do well on this test so um kind of keeping our focus at our standard is those that 8 in gmen um will help this but also helps the students because they will need that if they do plan on going into a certain type of college um but you can see how what what reflects here in math um for ELA um we did make really good growth here uh we um as you can see the high school is at almost 53% proficient um 1 of the highest that I've seen right now we made um I was trying to see was there the comparison of what we came from the year before but we we did make good games over the year before um so we did have that Concept in terms of things but so um we moved up 8.1% leaving and exceeding um and we changed that uh distance to standard by 28.8 points that's also a huge increase because we also brought those bottom kids up um from where they need to be so getting even closer to to where we need to be um not that we don't want to have a much higher rate than 53% um but we are getting there um and so um Evergreen also had um they're they're on the lower end they have 29 841 percent meeting um with over 15 to 4 I'm sorry 50% meeting um and again I think the focus on the instruction that those students are getting will help us with the I'm not going to speak too much about white folks because we did really collapse that program in Evergreen um so any students that were in there are now reflected over in Evergreen um and so I will um not really Touch Too Much on that program at aani it's going to take years of improvement to to change that um they um are not meaning um they are you know struggling with students um but it's doable to get them to have see the color on that screen it's just going to take a couple of years um to have the right instruction and the right mindset to get the students where they need to be and not just focus on a play just getting in at here so so um but we are doing that we are we uh implemented some new curriculum uh online curriculum we we do have to have a kind of a curriculum for students to work independently because we got 9 through 12th graders in there um at various levels and you know 6 7 different subjects sometimes more than that because they have makeup work so that is not capable of doing that and you know a standard classroom uh so we have found a curriculum that would really like that is more engaging um it gets right to the point so we're hoping with the use of that and the structures we've put in place in their the students will um use more of their time for learning um it's good to see us going in a positive directions and it's going to take time like it's not going to happen over overnight you know if it was some of these different plans to measure it throughout the year and not just 1 time um you will see your end of va testing that we did um I am very impressed actually with those scores um so it does take time to put those structures in place uh so you can't see that growth it's a hope and a prayer doesn't really do it for you yeah yeah the first 2 years were were you know there was no positive gain and now that had you see a time for everybody to evaluate and really find where the issues were and really focus on them you know what I'm gonna totally give Dr by a lot of props on where to and where to focus this is the beginning of what you're doing starting to see goodness I I really I really appreciate you you're exactly looking so I'll give you a general overview for a result was a map and our eeo so when we look at map and Rivero we just go to forward movement last year with 26% of our students meeting or exceeding the standard which is the beginning of 1 more than 5 Points in the previous year and another 33% are close to proficiency that means nearly 60% of our students are within reach of being the standards on our Ela we experienced significant Improvement rough nearly 16 points bringing us almost 45% of our students meeting or exceeding standards from last year today I want to speak words of our students are either proficient or excuse me proficient or approaching it um a lot of this growth speaks to the effective effectiveness of teachers collaborating um the use of fias um compared students with a cast and then the next steps those real quick are going Ela to continue building on item that we've seen and reached 50% of our students meeting or exceeding standards by the end of the school year and in math or goals for those proficiency to 30 upper 26 so the students need or exceeding standards uh keep both of the focus of this is in a more structured intervention system which will work in on the out um so that those students who are nearly met receive timely and targeted support another big step or key in this piece will be the PLC process so once we get that in place and get that going really help any questions thank you thank you sir yes all right so um uh over the summer I took the cast scores and um we got the original or the initial scores out went through and compared all of literally every kid that took this test last year and this year and looked at their scores and compared them and a majority of our kids all improved in scores but they weren't able to jump to that next level so um with the help SEC and um my counselor what we're looking at is really focusing on those bubble kids that are at the nearly met and getting them up to met so they're going to kind of be our focus group um with Ela um overall proficiency you've um grouped by 1.8% in um in language arts and our socioeconomically disadvantaged students um I have 2% more in the met and um succeeded so that was good and a Hispanic increase by 1% so at course world really I mean last year was really focused another culture and so now that we've kind of got that some moving in the right direction we're going to start really hitting the academics um important um some continued efforts with Ela is our partnership with vision Pathways again this year we have 8 kids that were targeting with after school tutoring in addition to that I have um 1 of my pairs is going to be starting after school tutoring um after her day is done she'll pull some kids over from my club and um I have 2 teachers that are going to start after school 2 green as well and um with mathematics um we did actually go down in meeting or exceeding um by 1.4% so as we said that's an area of growth for us um Although our social economically disadvantaged students did again move up 2% and games are Hispanic students that was kind of exciting to see um coarse gold we are going to be implementing and have been implementing just 1 math we did the training yesterday it very well received by all the staff members and so that um there were 2 um sessions where teachers go in and watch a lesson being taught and then 2 teachers took the advantage of having actually lesson planning work with this 1 representative um again like it's been said our plc's are going to be instrumental in making these gains um looking at the NWA assessments looking at that data actually spending time every week looking at scores dialogue you know all of those things so we can hopefully improve our scores so we heard a lot about the plc process a lot of this data that I needed to regurgitate or send out that's going to be up to the PLC process so teachers are got the guy in Coalition will be able to extract data disseminate the data and then be able to talk about that so that's a change I mean that hasn't been a to practice or consistent practice it's happening in Pockets but through the PLC process they'll be able to leverage this data through their teams of teachers um and to have some dialogue about it so I hope I didn't confuse you with distance from standard um and meets or exceeds but overall um you know we still there's room for growth there's no doubt about that there's room for growth uh and targeted growth around that especially around that and that's where we're really focusing on leveraging so I've done a lot of talk is there any questions house this data reflected in the dashboard just kidding I just I just I remembered it at least for 3 years because when I was talking to Brian about this like you know I'm getting it I forget or you're fine I guess I'm So yeah so it can be confusing you see it meets or exceeds that's what I'm focused on but in totality what we're really measuring on is the distance from standard we do have 1 question is this so when we had the initial data previously is is this kind of like I remember hearing that these aren't final scores right when we first hear this um is there a change in what the initial demo that we got on cast I had the impression that the first when we first hear this preliminary and I was wondering if if what we're seeing here represents any kind of a significant change in initial debit there's definitely a good change its positive so I was giving you the the meets or exceeds that's live and and but the diff the distance from standard that is kind of calculated there shouldn't be that much of a change in 90% of the corner or do but that that's what's feeding into the dashboard so the distance from standard metrics is not official but since we have parsek the leader in data around Madera County they helped us calculate this and they're they're very accurate so okay so the distance from standard is not live yet but the meats are exceeds this I think also burning because what you're saying is you're getting reports that is sending you reports as scores were coming in right it was like yeah just percent of our scores in 80% of our scores so you're asking at this point is this kind of the final tally of where it is and was there a significant change from some of those early reports and the the specific answer is no no significant change it's about you know you have scores who are like way higher or way lower they were pretty consistent coming in and then this is the final tally this was actually released publicly today get us a really publicly today so it's a final yeah that's what I was wondering is if there's because I don't think we typically I mean we're we're coming back to it right I mean we're focusing on this so I don't think I realized in my first few years that the initial data was considered because I'm not sure we ever came back and did another presentation to say now we have the official so that's why I just wondered if if it's typically not much difference or if it's more like budget where it just is a lot of moving parts or something where it changes a lot of moving Parts in the scores are coming in and we're trying to monitor how we're going to do and then it gets to this point where where it gets finalized but the score is now are coming in a lot faster they're supposed to be out in October the only the only difference I would say though is is that anything that we take a hit like if we don't meet them percent testing we're showing like really where we where we should be there could be when you look at the dashboard it shows you that they're lower which that's where you was last year because we did not meet the percent and you take a hit for every kid past that point so with carsick which is nice you can kind of see where we really would have been but what the world will see is where we get with her you know our punishment the real results so and the move too is from here from the state and they're trying to bring together the cast scores and the dashboard so I think it's some to an end for for I'll be coming up with both light rather 2 presentation so that's where so you'll see the fastest I've seen the scores come in and be reliable so that's what Brian was saying you know scores are coming that is true so we're getting you know they're processing it they're they're giving it to us but you know it's not it's not all at once so when they do merge those could you call that the burning presentation and we just went to 1 you know um do you find interesting that I don't know whether their intention when they created these um these these levels ended up met and what have you that when you have a population that's right bumping on jumping up to the next category and they become as it says here uh concentrated efforts on those specific groups I just wonder it sort of fascinates me that those those students are going to get some concentrated help and I don't know if that was the intention of those people who set these standards in place but our in order for us to move our cast scores better we've got to do that I understand it it makes sense to do that but in a way it sort of rewarding those specific popular stuff population students that we can move a metric in a data in a you know Statewide rankings there was some there was some targeted celebrations around kids that moved up a band so that so that was recognition so so there was Target recognition around kids going up yeah do we see gender differences in Improvement yeah I have to I have to calibrate that a little bit to deeper level I looked briefly girls are getting better than boys on an overall unless I just want to I think 1 of the early meetings Jennifer and I sat down with you and you spent a great deal of time walking us the scores and Casp and dashboard and all the differences and what have you and I think what we're starting to see is the um the rewards of what you have been evangelized for what I'm hearing is a long time and prompts to you for what is what and the entire instructional team or what appears to be a fruit of your efforts thank you very much I just want to point out 1 thing you guys slide before 3 to 4 as right there so what I want to what I want to make sure the board takes away here is that what we're presenting tonight is really not the accountability system but it's not it's not how this is not how schools and districts are judged in the eyes of the state it used to be where it was like how many kids are in Japan now you heard a couple people refer to different and now it's about every single kid are they at least moving up this data you're seeing is how many kids got over a certain threshold right so looking at this slide right here obviously we want to get 1 of my shirt raised to the blues that's what moves that's really an arbitrary measure determines what's being done the only way we're doing the best work and this is where you'll see it in the dashboard and when we present this probably in a month it's within that group area how many is our moving closer that's the difference from standard right so is there a way way in the bottom of of that gray there's a large distance from standard right so we're making roses we're moving kids closer and closer now at some point for this can take 2 3 4 years for the kid actually moves over that threshold and this report shows gains but where we're more where we're more concentrated on wanting gains is every single kid growing somewhere where they get over a threshold or not this this given year yeah not as important which is why California changed the accountability system where it's now about every single key of making growth and every single student group making growth not just trying to get specific kids over at so I want to take that away at the same time um this is movement in the right direction right what you should take away from this is we have almost 10% more kids across our district who are meeting or exceeding standards in heel is 9.5 right and in math not as much of the game only 8% for his across the district who are meeting or exceeding so your kids have got that got a roof threshold what's more important for us and you heard the principles talk very specifically about their data that's when you that should be music they know their data they know where their kids are they know what trying to accomplish and like Jessica said they're not just hoping and praying things get better they have a plan they have a very specific goals around academics around suspensions around attendance very specific goals and they have people working towards those goals and they're they're really everything in a great way so we'll get more information on the dashboard in a year a month or or 2 months but this is really kind of a checkpoint of how many kids are getting over the threshold right but I want to take with those 2 things almost 10-point gain in ela almost point in in math and we're moving lots of kids in the areas that are actually below the need of the need for these expectations because I remember first 2 years like we saw the intention and we saw the passion and we're trusting you to do to do that work and make it work and it looks like it says work we need we need a significant growth in math like that's that's we're struggling in math we have schools that are very similar to us we're doing way better than us um and and that's why we've made a significant investment in Swan math as a research-based way of teaching math and we're doing it in our lower grades because once they get to 113 they're taking that test I mean you missed the boat right we got to get kids from when they start school ckk first second third right they're learning the theories at very young ages and they're progressing through and so we're we're spending a lot of money a lot of time a lot of effort to helping our teachers get better at teaching math in the lower grades especially well as I spoke this program was a focus on cheek so miss conlon was sitting down with Swan and there was a focus on TK like how are we gonna and that's important like going up not starting from third great when we test we're starting from k t k to K so for me it's a it's it's a it's a full full way to look at math instruction so some of these places were so far behind you're not going to see a lot of growth on this report what you're going to see grow on those kids moving significantly from from where they're at I'm standing thank you thank you earlier so we're gonna go we're gonna talk um quickly um about the possible Bond measure and Survey costs and preparation so we had a or the study session we had Dale Scott come in and talked about a bond and what the first steps 1 of the first steps would be to do a survey so not not working computer no are you on the right are you on the right 1 yeah it it's working now okay yeah oh did you do that or did I do it so um we just always want to start with our guiding principles like the reason why we're doing things that we're bringing to you so guiding principles and our goals again on the wall here kind of keeping these at the Forefront of trying to keep this as as like a filter of why we're doing what we're doing so overview of this is so we talked about we need to gauge the public support for school Improvement Bond ones um before putting on a ballot putting them on a ballot we don't want to just say we're just going to go out for a bond and like hope it hope it happens because there's a lot of expense and time that's going to go into this we decide to move forward with it so just want to present some um potential costs to you to get some feedback from you this is a just a discussion item at this point um looking at what the immediate financial commitment would be for the survey costs and also we've added in some of the pre-election costs that we were able to get some information on so you would have that as well but really kind of focusing in on that third the survey process at this time so looking at this we kind of came up with 2 different scenarios on how we would do surveys taking consideration We Believe believe that if we went out for a bond we would probably do 2 elections um we talked about doing how um how it works up here with the voting that if we did a bond and we had the whole area with Oakhurst and Bass Lake Ahwahnee that that would be for the high school but because the Elementary's are in a different area we would need to carve that out and that would be a second probably election so we think about that and we look at do we want to do 1 survey to gauge that 42 so the first scenario would be 2 surveys this would be a much more comprehensive approach because we really would be looking at data that is specific to what we're looking at for those schools and those people who would be voting um this would allow for better rotation and sequencing of the questions that they would be asking within the sfid the sfid would be that carved out portion for River Gold and of school that would not include where Bass Lake Elementary um students are um we would be able to ask questions that were much more specific to if we did this at the elementary would you support this on or then you would have for the high school the whole area so if you went to all of the voters some of those those people wouldn't even be voting on that second election and this structure would eliminate bias again because you're asking really strategic questions on what we would be going for the second scenario is to save a little bit of money um and to do 1 survey and kind of try to Mis mishmash all of that together so scenario number 1 would be the 2 surveys 2 elections if that's where we went and so you can see there that the um surveys that would be about 37,400 the pre-election costs come in at about 25,000 so a total of 62000 for survey and pre-election the second you can see the pre-election stays the same regardless and the survey you say about 11,000 dollars by doing survey instead of 2 so in order to get to the ballot we would be getting a survey done reviewing those results um Dale Scott would do the survey depending on how we have them do it they do have a third party we talked about that in the board study um session the survey would be done by phone and online so there would be some that could be by text message or email um we were just discussing you know not everybody answers their phone anymore um in order to collect that and then Dale Scott would come put all of that together for whatever type of survey 1 or 2 that we do and come and present that to the board um from there there would be resolutions of for bringing it forward to actually want to put that on a bond um put a bond on the ballot on the I was gonna say on the election that that was wrong tired today um we would need to create that map of what we would be carving out and who would be voting in those Elementary's and then obviously then then it would go to the county election um other additional future costs that we'd be looking at would be Bond Council and so we are looking at getting some estimates on that as well um for our drafting the resolutions um but we you know we really want to do the surveys first because that's our first step if we got feedback that said you know no matter what you do nobody here is going to pass them on well we wouldn't want to spend this other money on something that's you know something we don't want to do you may find that we do the surveys and if we do too um there's a lot of support for only high school and maybe not at the elimination like we this is the reason why we're looking at the surveys first but I wanted to give you a little bit of an overview of of what it may cost if we went like for the whole thing um the county election costs uh Madera County provided election cost estimate of 84,000 to have this on the ballot um they are still looking to see um and make sure that that includes 2 elections and not just 1 but that's the numbers we came back with we we may have gone over this is a study session I can't remember but are there metrics on how often they see deviations between someone in a in a situation like ours where we've got a Elementary School here in the high school here like 1 closed community willing to support 1 not I'm trying to balance their view between 1 survey and 2 surveys like is there a lot of like well yeah the the people that are in the high school living area were willing to support it but not other area I think they do because you may see um some like for your up here at the high school uh you just have a you have a different kind of clientele maybe sometimes we we are we're pretty similar in our communities with that area in here but in some areas you would see a big change so I think that's 1 of the reasons you're also going to be able to ask questions like at this Elementary if we have had a list you know we wouldn't just let them do the survey and us not give them any information of this is what we might be thinking about doing um you might find that people are really excited about athletic fields but if not doing any of that at the elementary they might not be able to move on to support that or they'd say if they may ask the question of if there's 2 ballots for the Elementary District and the high school would you support both and if you wouldn't support both which to support because you may have people who say you know I'm I'm okay with getting having this on my tax role for 1 Bond but I'm not willing to have 2 where in Oakhurst area you would really only be asking them about 1 so that does make a um so it's really just a question of our strategy and where we want to invest um our facility master plan clearly notes that all of our company so we've talked about that where we really want to investigate if we would be able to pass bonds to to help all of our school sites so is it important to save about $1,000 on the initial step or invest that so we have really good clear information moving forward so um that's what we're coming to you today Administration recommends that we would go with investigating and going forward maybe with the 2 survey but we wanted to get feed back from the board before we move forward we have any information on this bias I mean is it something that's measurable that we can just account for or if we do the 2 in 1 and save the 11,000 we can just say plus or minus 3% um because we the bias is known when you do it this way is there any indication of whether we know what the the usual error um I I could ask that question they didn't give me an indication of that but they just noted that it usually is better to get clearer information when you're asking specific questions about what you might do on each separate phone is there any reason that or did they do you know the reason why they would ask about the high school on first it said in here in a single survey we would likely ask about the high school bond first for all voters and ask about the elementary mom only for those voters located because every everyone would be calling would be on their trouble tree if you will of how you feel about the high school if they got to the elementary and they didn't um pertain to the people that they called said they would not probably not take their answer okay so they don't just say okay we know we're calling someone who's in the elementary area so in this case we're just going to we might ask we're going to change it up and I would I just wasn't sure why they had to do it that way if they know who they're calling it seemed like they could ask about the elementary first if they wanted to the second survey would be specific to those people that are only in the elementary my but I mean if you combined them I just that just caught my attention that if we combine and we're going to ask about the high school first I thought it didn't seem like you had to do that if you knew you were calling somebody who to whom both you can ask they would know because they would take that whole area and you wouldn't have not have really carved out exactly that um I see that district and you know know who would be in with okay also think they're trying to gauge specifically the odds of the chances on each on each election right so so if you're going to go with 1 survey you're not going to be able to go as deep in that survey especially on the on the elementary election rank because you started getting surveys that are too long and too cumbersome and you don't get good data from so I think they're trying to do a survey that's manageable that shows you get the best results from but also go as deep as they can on 2 different elections so that we get the best data back because as a board you know at some point the board has decision we go for a 1 or not in general and then there's lots of questions some questions right and we do 1 or 2 of how much money do we go out for right there there's all those questions so I just so I you know Charlotte mentioned our you know our recommendation is to do the 2 surveys because this is a really big decision for our district um in the grand scheme of things we are looking at potentially $60 million at the end of the day on the high end um you know 11,000 is probably a a good investment to make sure that you're making the right decision and I I you know I I believe these are not probably that way if we were voting tonight but I just wondered if maybe you could just do a little follow-up and ask about how much do we know about uh the Lesser quality data I mean is this something they've done so often that they can tell you you'll be X percent off what what margin of error so because if I was trying to articulate if we know that and you know we might then we might reconsider how we want to and and so our contract that we have does a master contract with Dale Scott already has this information in it so we would not need to be signing a brand new contract in order to move forward to do um surveys so that's another reason why we wanted to bring this to you so we can get the information to you and make sure that we're going in the right direction these are exactly the kind of questions we want to hear so you guys know what you need us to go do right before you before something come to you for an actual vote I want to make sure you have all the information so that's really what I want to hear tonight is what questions you or more information would be like us to get um when so that you're comfortable moving forward because this actually this particular decision won't come to you for a vote because like Charlie said we already have this contract that's what fit under an existing contract but we I want to know the voice Direction and then just looking at you know we've got the 25,000 for pre-election then we've got Bond counsel then we've got 80 some thousand or more to be on the the ballot so all of that and down to asking these questions of what you know obviously 2 surveys is going to give you the best information moving forward so you know if we're banking on spending a lot of money on this side which is why I have that in there we want to make sure that we think about it of course if we can save $11,000 we know I'm for it but I also don't want to spend money afterwards because we didn't get the best information but it takes place because right gut feeling is you said it first question is do do we want to have this on I mean and after having that meeting with with Dale Scott and all of them you know they told us all of these uh specifics about about of Elections and when it's when and where and what right and then at the end right before the end he said oh well but in rural areas it's different right so it's means all that stuff he said was like yeah right it's David but he said in rural districts the best way to sell it is for the board members to go out and pound feet I was say like why do we need the survey we sent in more than 11,000 well well my point is that I mean from where I sit you know because we'll go out and sell it I have no doubt so we we all go out and settle but I I guess the biggest question is is does the community want better to improve our schools I mean I mean part of me says yes we need all this you know uh all of this data to make a good decision but ultimately the bond the the surveys is aren't getting it passed they're just telling us if it's going to happen they're also going to be Beijing the amount of a bond that they think we could could pass so it's not that you put a bond on and it's you can only do 1 amount we talked about that you know you can go up to a certain amount you try to find out find that sweet spot of what people will do so again the with the 2 with 2 of them you could have people and no curse are like yeah well I would support you know the max of $60 per 100 thousand but you might have if you're going to have that plus an elementary then that's going to be more on your property taxes so that's another thing that they will will be asking about it's the reason I'm thinking a little about it is in case a we the results indicate don't do it at all it's going to fail and then we've just spent money we needed to know that but then the less money we spent to learn that the better yeah or B um go for it and then it fails and then we spend a whole lot of money and got nothing out of it and I just want to be able to say at least we nitpick along the decision so that we can say we we did our best know the really good question is because I can ask those and that way it's just going to give us more information to make the best decision yeah sounds like we're in the present this and you say at we're not doing that at all you know so I've been talking about this for 4 years so you know that I want I just want to be able to say if there if it doesn't work out I want to be able to say that we didn't just go in and we're doing our due diligence yeah efficient yeah we'll ask all those questions and get answers okay so more information you all and this won't be the last time you're discussing thank you very much I appreciate you can I ask a quick question the election cost is that does that matter if it's on the balance with other elections yes is that the figure for a special election or with another with another existing election it would be another existing election all right very good um 278 action items the second reading and approval of revised board policies yep just as normal protocol right they come to the board for first reading which they did last month and then the second reading so they're on here tonight for the board to actions um and consider approving these which is our recommendation does anybody have any questions or have we all read over these and we're ready to make our decisions can we get can I get a motion to approve in a second all in favor 50 uh action item number 7B approval of the 2425 developer fee report talking about okay developer me um report so this is something that comes to the board every year the government code um section 660006 and 660001 um we have to provide certain financial information to the public each year this is the way that we do it the report is made available for public review 180 days after the close of the previous fiscal year and we closed previous fiscal year last month so um you have in there the developer fee report for the 2425 here is what I'm bringing to you so basically what we have in here is the description of the facility or the school facility fees that we charge and if you remember back in it was January um we brought the develop developer fee report to you we um re we had the study done we changed our rates we are now collecting up here in Oakhurst and so you'll see in this report that from July 1st through middle of April we were charging 1 rate and then I've got the rates here that we now are charging um for coarse gold changed and then also up here we are we have a percentage that we're um bringing in so last year or as of 6:30 2024 uh the balance Indian balance was 76,175.4 sick we collected over 180,000 in developer fees last year which is great because I think the year before we've been fluctuating between like 50 to 100,000 so that increase in develop offer fees and assessing up in this area made a big difference the 1 of the last um fees that we collected in the last fiscal year was for the second phase of the um Apartments delivered by ocher Elementary so that was over 800,000 um that we received by doing that report and it's getting that change so that is great news we also um brought in about 3,400 dollars in interest and and what we use these funds for right now is to pay um some debt for the cop um that we had for facilities work that was done and there's also a sewer assessment up here in Oakhurst that we pay so after all of that was done our ending balance is at 207,000 because we do bring um a contribution from the general fund but that little push at the end with the last 1 that we we brought in brought our Indie balance up which will probably mean we don't have to contribute as much from the general fund in the current year um and so this is the report and I'm just asking for approval and we can post this to approve second all in favor good thank you so much information items only 8A discussion or District enrollment report there for information um I'm in a nutshell course goes up and white yeah and discipline report looks really good you heard our principals speak to that and get this time of year compared to last year we have 54 less 54 fewer days of school missed due to suspension outstanding great question on the enrollment report the 8th grade class from last year that was the blip that went moved to high school I was thinking we would have it down down a little bit lower numbers the elementary but then you mentioned your 26 course uh what's that 20 where is it where are they coming from um out of the area and then some of them are actually coming back if they had left to go to homeschool some of them are coming back to school nice yeah we have 6 students out of the area that'll be starting after the break I'm imagining this because of the new fabulous principal I don't want to say that but I principal of gold all right closing closing items the next board meeting is Thursday November 20th at River Gold Mark he saw the video all right uh can I get a motion to adjourn just a second all in favor
